PURPOSE:To enable partial change of hologram characteristics within the same plane at need by coating a photosensitive agent on a substrate in such a manner that the film thickness varies locally. CONSTITUTION:The transparent substrate 31 of glass or acrylic or the like to be made into a hologram dry plate is fixed onto a spinner 51 and is rotated as the spinner 51 rotates around its axis. The photosensitive agent 33 is dropped from a nozzle 55 connected to a tank in which the photosensitive agent is housed. The photosensitive agent 33 dropped from the nozzle 55 is so controlled that the viscosity thereof increases in the central part of the substrate 31 and decreases in the peripheral part. As a result, the photosensitive agent is coated thickly on the substrate 31 in the central part where the viscosity is large and thinly in the peripheral part where the viscosity is small.
