PURPOSE:To prevent an orifice in a duct from being closed for a long time owing to overcooling by supplying a cooling medium to a cooling part through the operation of a temperature sending operation part provided on the downstream side of the orifice when predetermined temperature is exceeded or stopping supplying the cooling medium below the predetermined temperature. CONSTITUTION:The temperature sensing operation part 13 is provided on the downstream side of the orifice 4 provided in the duct 3. Further, a dumper 14 is provided at the intake 9 of a duct 7 and connected to the temperature sensing operation part 13 by using a link mechanism 15, so that its opening and closing is controlled through the operation of the temperature sensing operation part 13. When the temperature of a part nearby the orifice 3 in the duct 3 exceeds the predetermined temperature, the dumper 14 is opened and the cooling part 8 is ready to operate, so air flows in the duct 7 freely and a plugging meter enters normal operation. If, however, the temperature of the part nearby the orifice 4 in the duct 3 drops below the predetermined temperature, the supply of the cooling medium to the cooling part 8 is stopped, so the duct 3, orifice 4, etc., are prevented from being overcooled.
