PURPOSE:To ensure safety in the production of a package by providing a circuit for comparing the present rotating speed command value to an induction motor with a rotating speed command value in the past in a controller and taking an appropriate measure when the result of comparison in this comparison circuit is beyond a defined range. CONSTITUTION:In a winding process, the present rotation command value is compared with the value 5 sec. before in the initial period, the present rotation command value is compared with the value 10 sec. before in the medium period, and the present rotation command value is compared with the value 20 sec. before in the latter period by a comparison circuit 18. And, when the difference is within a defined width, the wind-up is continued as it is. However, if the number of pulses generated is smaller than the number of pulses to be actually generated due to the malfunction or failure of a pulse generator 9, since a feedback quantity from a PI control circuit 7 is small, an excessively large rotation command value is issued. At this time, the abnormality is judged by the comparison circuit 18 and a measure is taken such as stopping an induction motor and the like to prevent the rush-out of a package.
