PURPOSE:To perform an efficient space heating by detecting the upper and lower space temperatures of a large space, and, turning on a heater when the lower space temperature is lower than the predetermined control temperature, turning it off when the upper space temperature is higher than the predetermined upper limit, and turning it off when the temperature is below the lower limit. CONSTITUTION:A control device 34 is fed with lower space temperature T1, upper space temperature T2 and outside temperature T3 by temperature sensors 30, 32, 36, and causes a heater to be operated when the outside temperature T3 is lower than the set temperature and the lower space temperature T1 is lower than the control temperature B, and further causes a circulation fan 28 to be operated for heating of a large space if T2-T1 is greater than 1 deg.C. When the upper space temperature T2 becomes (B+3 deg.C), the circulation fan 28 is stopped, and the circulation fan 28 is turned on and off to maintain (T2-T1)=2 deg.C. If T2<(B+1 deg.C), the heater 12 is started. In this way, the lower working space can be efficiently heated with a small amount of energy, and the control ability of the lower space temperature can be improved.
