PURPOSE:To reduce treatment cost and to improve treatment efficiencies, by sending discharge water from a dehydrator to a discharge side when detected values of an instrument are below a predetermined value and sending the discharge water from the dehydrator to a reprocessing side when detected values are over the predetermined value by means of a changeover means. CONSTITUTION:Sludge containing metal is dehydrated by a dehydrator 3, while at least two kinds of instruments 5, such as a pH meter, a metal concentration meter, and a SS meter, are provided in a discharge system for discharge water from the dehydrator 3. By means of regulator 6, when detected values of the instrument 5 are below a predetermined value, discharge water from the dehydrator is sent to a discharge side, whereas when detected values are over the predetermined value, the discharge water is sent to a reprocessing side. As a result, reduction in treatment cost and improvement in treatment efficiencies can be achieved.
