PURPOSE:To prevent the generation of unevenness in coloring and decoloring due to voltage drop and to uniformly change a reflection factor over the whole surface by providing a band-like metal thin film on a part excluding the vicinity of a 2nd electrode lead wire drawing part in the periphery of a 1st electrode. CONSTITUTION:The 1st electrode 2 consisting of a transparent conductive layer is provided on the rear face of a glass base excluding the vicinity of opposite angles L, L' and a band-like metal thin film 8 is provided around the 1st electrode 2 excluding the vicinity of the opposite angles L, L'. The 1st electromism (EC) layer 3, an electrolytic layer 4 and the 2nd EC layer 5 are successively laminate on the 1st electrode 2 so as to be separated from the film 8 and the 2nd electrode-cum-reflection layer 6 is provided so as to cover the opposite angles L, L'. Then, terminal fittings 10 are fitted to the opposite angle parts L, L' and calked so as to hold the layer 6, terminal fittings 9 are fitted to opposite angles K, K' and calked so as to hold the thin film 8, respective lead wires are connected to the terminal fittings 9, 10, and an electric insulating protection layer is provided so as to cover the whole surface of the rear side. Consequently, the generation of unevenness of coloring and decoloring due to voltage drop can be prevented and the reflection factor can be uniformly changed.
