PURPOSE:To improve productivity of the title resin coated steel sheet and to make the same low gloss, by a method wherein a primer layer and top coating layer are formed by applying a primer and top coating to an original sheet respectively and baking them and a surface layer of a specific layer is formed further by applying the same coating as the top coating onto the top coating and baking the same. CONSTITUTION:A pretreatment layer 9 is provided on an original sheet 1 by a pretreatment device 19. Zinc phosphate or chromate is coated through spraying, in pretreatment. Then primer is applied to both sides of the original sheet 1 by an applicator roll 15a, and when the primer is epoxy resin, it is cooled by a cooler 17 after baking and a primer layer 2 is formed. A top coating is applied to both the sides of the primer layer 2 by an applicator roll 15b and the same is made a top coating layer 3. A composition ratio is decided to be one where resin, a solvent, a pigment and a matting agent are 28-35wt.%, 30-45 wt.%, 28-35wt.% and 2-7wt.% respectively. Then the same coating as the top coating is applied to both the sides with an applicator roll 15e, which is baked under the same conditions as those of the top coating, a surface layer 4 of 0.1-5mum is formed by cooling the same and cooled by the cooler 17.
