PURPOSE:To enable a spring forming having spring constant close to zero and to improve the performance by fluctuating the relative position of a bending die to a material guide by corresponding to the progress of a spiral winding and executing the spiral winding by adjusting the radius of curvature by a bending die. CONSTITUTION:A bending die 6 is coated on a continuous line 6' and the crossing angle of a guide part 7 and the perpendicular 8' of a winding center 8 is made at theta1 to start the winding of a flat spiral spring 10. The bending die 6 is rotated according to the winding progress of the spiral spring 10 and is located at a dot line 6'' at the winding completion of the spring 10 to make the crossing angle of the perpendicular 8' and guide part 7 to theta2(theta1>theta2).
