PURPOSE:To transform a coding system at high speed and to simplify it by transforming an original picture signal obtained by decoding a picture code by a picture decoding means to the picture code by a picture coding means operating synchronously. CONSTITUTION:The number of picture elements per one line of the original picture displayed in a the picture code decoded by a signal 222 on a coder ENC 102 and the coding system or the like are instructed on a decoder DEC 101 by a signal 212 from a controller 230. Then, the control signal 201 of the decoding operation of one page, the control signal of the decoding operation of respective lines in one page and a clock signal 202 are inputted to a DEC 101, the picture code 210 MMR coded is fetched for 16 bit units from a first-in first-out memory FIFO 103 to proceed advance an operation sequentially, input to the previously MH coding operation instructed ENC 102 and obtain a MH code.
