PURPOSE:To attempt the sharp reduction in warming time and the life extension of a governor by operating manipurating variables for a required hot air valve opening depending on the deviation of the set value for a change rate of temper ature in the governor inner wall from the actually detected value so as to control the change rate of temperature in the governor inner wall to be constant. CONSTITUTION:In warming up a governor 11, a steam shut-off valve 2 and the governor 11 are fully opened first, then a governor drain valve 19 and a hot air valve 4 are released. Main steam is thereby allowed to flow through the governor 11 and the governor drain valve 19 so as to warm up the governor 11. Under this condition, a change rate of temperature in the governor inner wall is opened so as to find out the deviation of an operated value from the set value for carrying out proportion and integration processing against the deviation found. Then, the outcome obtained from the aforesaid proportion and integration processing is added so as to be taken as the set value for the hot air valve. And a driving device 8 is controlled depending on the aforesaid set valve for adjusting the opening of the hot air valve 4. In addition, an operat ing means for the set value of the hot air valve opening is locked when the change rate of temperature in the governor inner wall exceeds a specified value.
