PURPOSE:To reliably prevent projection of a pinion and to perform a rapid starting work, by a method wherein, after the stop of a starting device, the restarting preventing time of the starting device is controlled based on an initial induction voltage generated during inertial rotation of an armature. CONSTITUTION:When a starter switch 14 is closed, an electromagnetic solenoid 9 is energized from a battery 13 through a relay switch 15. In which case, a pinion 8 is moved through a shift lever 10 in a direction in which the pinion is engaged with a ring gear 34. After completion of movement of the pinion 8, a main switch 16 is closed, a current from the battery 13 flows to a brush 20 to drive an electric motor 4. As a result, an internal combustion engine is started. Meanwhile, after the stop of a starting device, an armature 2 is inertially rotated, and an induction voltage is generated on a wiring between the armature 2 and the electromagnetic solenoid 9 by means of the armature 2 and a permanent magnet 3. This constitution controls the restarting preventing time of the starting device by means of a control circuit 21 according to the initial voltage level of the induction voltage.
