PURPOSE:To attain noninterlace processing to all parts of a screen by applying scanning line interpolation to a picture element of the same location in the preceding field and generating an interpolation scanning line from the picture element of one preceding frame in the moving part. CONSTITUTION:A luminance signal is written in a 1st field memory 1 for a 1st field period and when a vertical synchronizing signal comes, it is written in a 2nd field memory 2. The picture information is written alternately in line memories 3, 4 for each scanning line and the information read from the memories 1, 2 is written alternately in line memories 5, 6. The information of the (n-2')th line in the memory 6 is read at a double speed while the signal of the first half of the n-th line is inputted and the information of the (n-2)-th line in the memory 4 is read at a double speed while the latter half signal is inputted and they are compared by a comparator 15. When the difference exceeds the threshold value, it is discriminated as the presence of movement of the picture, the picture element of the (n-2')-th line is read from the memory 6 as the picture element of the interpolation scanning line.
