PURPOSE:To improve the adjusting precision of the resistance value by applying the laser machining to the surface of a conductive elastomer layer and adjusting the resistance value between electrodes. CONSTITUTION:A plate-shaped resistor 20 is connected to a sheet heating element 10, the laser machining is applied to this plate-shaped resistor 20, and resistance values of the sheet heating element 10 and the plate-shaped resistor 20 are adjusted. The resistance value can be adjusted by merely applying the laser machining to the surface of the conductive elastomer layer 12 of the sheet heating clement 10, and resistors with different resistance values respectively are not required to be prepared in response to the resistance value of the sheet heating element 10. The resistance value of the sheet heating element can be thereby adjusted precisely.
