PURPOSE:To prevent a regulating valve from temporary opening and restrain a turbine from speed-up by substantially prohibiting the follow-up of the output of a load setter to the increase of main steam pressure when the turbine speed is increased in shutting off the load or the like. CONSTITUTION:The signal of a speed setter 21 is compared with the signal of a speed sensor 13 by an adder 22 and the deviation signal after the comparison is sent to an adder 25 through a speed setting rate circuit 23. Also, the signal of a load setter 24 is added to the adder 25 and sent to a low value selecting circuit 27. On the other hand, the signal of a pressure setter 30 is compared with the signal of a pressure sensor 12 by an adder 31 and the deviation signal after the comparison is sent to the low value selecting circuit 27 through a pressure setting rate circuit 32. And said circuit 27 sent the minimum signal of the respective signals and the signal of a load limiter 26 to a regulating valve controlling circuit 28. In this case, in a follow-up circuit for supplying the output of an adder 54 to the load setter 24 is inserted a change rate limiter 60.
