PURPOSE:To enable highly accurate recording of speed, by grasping changes in increase or decrease of a sampled value of the speed to record the speed only when the increase or decrease varies. CONSTITUTION:When a power source of a speed recorder is turned ON, a microcomputer 4 is operated to initialize the device and first-third sampled values v1-v3 are brought down to zero in a RAM5. A detection value to be supplied to an interface circuit 3 from a speed detecting section 2 of an automobile is sampled at a specified cycle. A first sampled value is read to be stored into an IC card. The subsequent sampled value is stored temporarily into the RAM5 and a sampling continuation time is measured. Moreover, increase or decrease of the sampled value is calculated and when increase or decrease is found, a sampled value and a sampling continuation time are stored into a memory section.
