PURPOSE:To quickly collect initial setting history information by transmitting the initial setting history information and storing it to a memory means immediately after an initial setting completing message is received. CONSTITUTION:When a CPU111 of a control center OMC1 receives an initial setting completing message, automatically sends the sending requesting command of the initial setting history information specified beforehand through a modulating demodulating device MDM121 to an electronic exchange EX3. The EX3 receives the sending requesting command of the initial setting history information and thus, sends the initial setting history information through data transmitting devices TC331 and MDM341 to an OMC1. The CPU111 of the OMC1 accumulates the received initial setting history information to an initial setting history information file device DKU131 and is prepared so as to be able to correspond to the information retrieving request from a console device WS141 by maintenance crew. Thus, information to analyze the cause fo execute initial setting of respective electronic exchanges can be collected without fail and effect such as rapid operation of a maintenance operation work and efficiency improvement is maintained.
