PURPOSE:To send information to plural terminal, equipments from an incoming link terminal equipment toward an outgoing link in requiring a very less waiting time by applying band conversion if the capacity of idle band of the outgoing link is deficient. CONSTITUTION:A band detection circuit 11 detecting the idle state of the band of plural outgoing links 1-n is provided. In case of '1' to multi-terminal equipment communication from one transmission terminal equipment to plural reception terminal equipments, if a band (w) is not acquired for all outgoing links, it is not held waiting to acquire the band (w) for all the outgoing links, but the minimum band (l) of all the outgoing links is obtained and signal is sent in the band (l). Thus, the information is sent in an extremely less waiting time from the incoming link terminal equipment to the plural outgoing links.
