PURPOSE:To produce the title urethane foam having excellent filling ability and heat insulating characteristics, by foaming a mixture comprising an isocyanate and a polyol which is admixed with a catalyst composed of a primary catalyst such as triethylenediamine and a foaming catalyst, and a salt of diazabicycloundecene. CONSTITUTION:A mixture mainly comprising an isocyanate and a polyol which is admixed with a catalyst composed of a primary catalyst such as tetramethylhexamethylenediamine or triethylenediamine and a foaming catalyst such as pentamethylenediethylenetriamine, and 50-100wt.% (based on the primary catalyst) salt of diazabicycloundecene having a function of a retardation catalyst is foamed as a starting foaming material.
