PURPOSE:To make it possible to readily carry out regulation of a drag force, by filling a magnetic powdery or granular substance in a gap between a rotating plate and a hermetically sealed case and connecting the powdery or granular substance in the form of a chain by magnetic fluxes of an exciting coil. CONSTITUTION:A sleeve 4 is integrally and rotatably engaged with the outside of a shaft 7 of a handle arm 6 and a hollow shaft 8 is engaged with the outside so as to enable idling. A main gear 9 is integrally and rotatably fixed to one side of the hollow shaft 8 and a hermetically sealed case 11 and the sleeve 4 are integrally and rotatably supported in the interior of a gear case 2 on the other side. A rotating plate 10 integrally rotating with the hollow shaft 8 is provided in the interior of the hermetically sealed case 11 and an annular exciting coil 13 is fixed to the inner wall of the hermetically sealed case 11 with an interval in the radial direction of the rotating plate 10 on the outside thereof. A gas between the rotating plate 10 and the hermetically sealed case 11 is filled with a magnetic powdery or granular substance.
