PURPOSE:To interpolate a picture element to be interpolated without detecting and deciding the movement of a picture by selecting and outputting an intermediate level among the maximum value and the minimum value of a reference picture element and a predictive picture element as an interpolating value. CONSTITUTION:The titled filter is provided with two means. That is, a means 1 for extracting the plural periphery picture elements the same in time as the picture element to be interpolated or very close thereto and spatially adjacent to the picture element to be interpolated as the reference picture elements, selecting the maximum value and the minimum value from the reference picture elements and a means 2 for executing a level comparison between the picture element to be interpolated and the predictive picture element at the same position and different in the time and selecting and outputting the intermediate level as the interpolating value. Thereby, at the time of interpolating thinned out picture element data, a processing adapted to the movement of the picture is applied without requiring to detect and decide the movement of the picture to prevent the deterioration of the resolution of a recovered picture and obtain a good picture quality. |
