PURPOSE:To support exchange of connectionless type package and, at the same time, to efficiency utilize the transmission line between a terminal and exchange, by connecting the signal channel of a subscriber line by means of connection information held by a common controller in a semifixed state. CONSTITUTION:A communication channel is connected with a circuit exchange equipment 10 or packet exchange equipment 112 in a semifixed state. Since the terminal which supports packet exchange is connected with the packet exchange device 112 in a semifixed state, a packet can be transferred to an addressed terminal without abandonment. Moreover, communication channels of a circuit exchanging mode and packet exchanging mode can be supported simultaneously when plural communication channels exist between a terminal and exchange equipment, the communication channels can be connected to the circuit or packet exchange equipment in a semifixed state. Since the connec tion information held by a common controller 111 can be changed at every terminal, the connecting destination of a high-speed communication channel can be changed at every terminal as occasion demands and, as a result, the band of a transmission line can be effectively utilized.
