PURPOSE:To enable a density in a highlight part or a high-density part in a laser beam printer output to be stably formed, by using an error dispersing method for a laser beam printer, etc., utilizing an electrophotographic method. CONSTITUTION:An 8-bit input image signal A having a general 256-gradation is converted to an 8-bit output image signal H suitable for a PWM-method laser beam printer in an error dispersing circuit 200. Moreover, the image signal B is inputted to a PWM circuit 400 and sent to an image forming part 300 through a laser driver circuit 500 and a semiconductor laser element 501, thus being formed to be a high-gradation image by an electrophotographic method in the image forming part 300.
