PURPOSE:To always transmit signals to a line up to its maximum processing capability which method the signals are applied in. CONSTITUTION:When a call setting signal S1 is applied to a signal controller 1 having the time limit measuring function, the controller 1 permits transmission of the signal S1 and starts measuring a certain time T1. This time T1 is a minimum signal interval of continuous processing of the line. If following call setting signals S2-Sk are applied before the time T1 elapses, these signals are successively sent to a signal queuing device 2 and the device 2 queues signals S2...Sk. When the time T1 is elapses, the controller 1 reports this elapse to the device 2 and stops measurement of the time T1. The controller 2 permits transmission of the last signal Sk out of queuing signals S2...Sk as the new signal S1 and starts measurement of the time T1 and processes the other queuing signals as the call loss. Hereafter, the same operation is repeated.
