PURPOSE:To prevent the deterioration in the communication performance by changing the transmission/reception buffer rate in an increasing direction of the size of reception buffer when the number of times of buffer busy states read periodically exceeds a prescribed value. CONSTITUTION:A means 75 counting the number of times of buffer busy states of a reception buffer and a dynamic control means 76 revising the ratio of the size of a transmission/reception buffer area in an increasing direction of the size of reception buffer area when the number of times of the reception buffer busy states exceeds a prescribed value within a prescribed time, are provided. That is, when the number of times of the reception buffer busy states at a prescribed time exceeds a prescribed value, the dynamic control means based on the result of count changes the size ratio of the size of the transmission/reception buffer in a way that the size of the reception buffer area is increased based on the result of count. Thus, the reception buffer busy state or the number of times of buffer busy state is decreased even without reducing the transmission data flow from the opposite party, then the optimum transmission/reception is attained without lowering the communication function.
