PURPOSE:To generate a program easy to be understood by an operator with the minimum number of key input, by providing a mark recognition/internal code conversion means, a displaying data generating means, and a mark registration means. CONSTITUTION:When two or more numeric data are inputted to the same row where a specific mark is used by distinguishing a specific character from an ASCII character, a KATAKANA (square form of Japanese syllabary), or a KANJI (Chinese character) by the mark recognition/internal code conversion means 12, generating data for displaying also the specific character by the displaying data generating means 13, and sending it to output devices 3 and 10, a PERT program in which separation marks, etc., are omitted as many as possible becomes input data. Also, at the time of inputting the specific character by the mark registration means 14, by changing a character to be displayed, the PERT program easy to be understood by the operator can be obtained.
