PURPOSE:To avoid a condition in which wire is thinned by arc heat or cut at a place of discharge wire spark generation which forms a discharge electrode by providing a control means to control a direct current bias voltage and an output of high voltage pulse separately. CONSTITUTION:An alternating current voltage from an AC power supply 4 is subjected to phase control and boosted. This voltage is applied between a discharge electrode 30 and a dust collection electrode 32, and at the same time, it is charged into a capacitor 14. This charged voltage is discharged in pulse form through synchronization of the voltage to the voltage cycle of the AC power supply 4 by the turning ON of a switching element 22. At that time, a high voltage pulse generated is overlapped with a DC bias voltage and applied between the electrodes 30, 32. As a result, no electric power is supplied between the electrodes 30, 32 from the power supply 4, if a spark generates at the time of application of a high voltage pulse between the electrodes 30, 32, neither any arc heat generates. For this reason, the thinning and cutting of discharge wire in the discharge electrode 30 due to arc heat does not occur.
