PURPOSE:To obtain the titled member outstanding in heat, moisture and chemical resistances, water repellency, etc., by coating and baking polyborosiloxane resin-based coating-coated and baked layer with a second coating comprising said resin and a ladder phenylsilicone polymer. CONSTITUTION:A substrate 1 is coated and baked with a coating comprising polyborosiloxane resin and inorganic filler to form the first layer 2. Thence, this layer 2 is coated and baked with a second coating comprising said resin and a ladder phenylsilicone polymer to form the second layer 3. Preferably furthermore, this layer 3 is coated and baked with a third coating comprising said resin and an alkoxysilane to form the third layer 4, thus obtaining the objective member having excellent heat-resistant coating film as well as high heat resistance such as to be >=400 deg.C, usable for a wide range of applications.
