PURPOSE:To prevent an environment from being contaminated with waste liquid by providing waste liquid treating means for mixing the waste liquid used to open a plastic mold seal with a neutralizing agent or diluent to neutralize or dilute. CONSTITUTION:Waste liquid used to open a seal is recovered through a pipe 49 to a chemical reservoir 25. The liquid recovered to the reservoir 25 is fed through a pipe 57 to a pipe 59 by the drive of a first plunger pump 19. Neutralizing agent in a neutralization tank 21 is fed through a pipe 63 to the pipe 59 by the drive of a second plunger pump 61. The liquid from the pipe 57 and the neutralizer from the pipe 59 are fed to the spiral unit 59C of the pipe 59 to be combined, and the liquid is discharged outside while being neutralized.
