PURPOSE:To reduce wiring area and power consumption, by forming functional blocks containing one or more functional cells in which power source lines and signal lines are wired for base cells containing one or more, and providing each of these functional blocks with a power source terminal having the optimum capacity. CONSTITUTION:A functional block 8 is formed, and it contains one or more functional cells 4', 5' in which power lines 10 and signal lines 12 are wired for base cells 4, 5 containing one or more. Each of these functional blocks is provided with a power source terminal 9 having the optimum capacity. This power source terminal 9 is connected with the power source terminal 9' of an external power source block 7' by a power source line 14. Thereby, base cell rows 2, 3 requiring different current capacities can be arranged in a lump on a semiconductor substrate 1, and the wiring area in an element and the power consumption can be reduced. |
