PURPOSE:To elevate the efficiency of a whole picture information compression processing by inserting a specified signal converter in the transmission line of a signal transmission system, dependency of which for the signal value of the mean amplitude of a noise, mixed in the signal to be transmitted, is known. CONSTITUTION:The signal converter of expression I is connected to a picture information compressing means, and a picture data is converted before the picture information compression processing is executed, and the noise level of an output signal is equalized, and a quantization to cut off the data, corresponding to fluctuation less than that, is executed. Here, in this expression, (x) is the value of the signal to be inputted to the signal converter, (y) is the value of the signal, outputted by the signal converter, zeta is an integration variable, corresponding to the value of the signal to be inputted to the signal converter, n (zeta) is the mean amplitude of the noise, mixed in the input signal of the signal converter, expressed as the function of the integration variable, and (b) and (c) are constants to be separately determined respectively. Thus, not only invalid information, below the noise level, can be effectively cut off without harming the effective information, contained in the signal, but the whole transmission line can be effectively used.
