The present invention comprises the integration into a drilling or a well of a ballast covered at its top part with a plastic cap permeable to solar radiation to use the absorbing power of metal which is made stronger by surface treating the metal, the green house effect produced, supplying with calories an air volume imprisoned at the atmospheric pressure and its temperature and which, increasing in volume and therefore in temperature and by adding vapor to increase the number of moles in the expanding gas, will create the pressures required to the pumping out of water, also for a predetermined volume, which is imprisoned by means of valves and flushing systems.
