PURPOSE:To prevent the trouble of the damage, breakage, etc., of a bobbin by starting winding-up in a condition that a gap is formed between a bobbin on a bobbin holder and a touch roller. CONSTITUTION:When winding-up on one bobbin holder 5 is completed and as the other bobbin holder 6 is rotatingly lifted up to start winding-up onto an empty bobbin B, a slight gap D is formed in between the empty bobbin B and a touch roller 10 on the lowest site. And, as the roller 10 and the bobbin holder 6 are driven by induction motors 15, 7 respectively, the touch roller 10 is rotated at a peripheral speed slightly lower than a defined wind-up speed, its rotation is detected by a PG 23, and a rotating speed judging circuit 25 switches over a switch 18 to a bobbin side, to control the peripheral speed of the bobbin B to be a defined value via a PG 24 without causing excessive variation in the tensile force of yarn. When the diameter of a package is increased removing the gap D and, as the package is brought into contact with the touch roller 10, the switch 18 is switched over and the peripheral speed of the bobbin B is controlled to be constant through a touch roller system.
