PURPOSE:To reduce fluctuation of the deviation of stock and to stabilize the stock and the facility by loading material with a loading time corresponding to a scheduled delivering quantity. CONSTITUTION:A material tank 1 is split with splitting speeds V1-V5 through a split controller. Material is loaded with loading speed V into the material tank 1, where a loading tank and a loading time are controlled through a loading controller 5. Material stock in each tank is obtained based on the splitting speeds V1-V5, the loading speed V and a position (n') of loading tank. These measurements and operated values are inputted to a stock predicting controller. In such a manner, loading time, splitting speed and loading speed are determined and loading times for respective material tanks are determined corresponding to scheduled splitting quantity preset for respective material tanks.
