PURPOSE:To permit the title machine to cope with upward and downward thermal loads in an office, by a method wherein a radiation panel, in which a plurality of thermoelectric element modules is arranged between the front side and the rear side of the panel, is supported movable in up-and-down direction. CONSTITUTION:The frame 15 of the title machine is constituted by a pair of rail members 18a, 18b, erected at both sides of a base stand 17 having casters 16, and a rear panel 18c a panel 19 for room cooling and heating is engaged with the rail members 18a, 18b slidably in up-and-down direction. The panel 19 for room cooling and beating is constituted by a radiation panel, a frame member, a cross-flow fan 22 and the like, while the frame body is engaged with the rail members 18a, 18b and is connected to the piston rods of two sets of cylinder devices accommodated in the lower part of the engaging parts. The frame body moves in up-and-down direction by the operation of the cylinder devices, whereby the position in the direction of the height thereof may be changed arbitrarily.
