PURPOSE:To obtain the titled promoter comprising polyethylenimine and/or a derivative thereof as an active ingredient. CONSTITUTION:A percutaneous absorption agent containing a polyethylenimine derivative [e.g. having one or more of units shown by formula I (R is H, straight-chain, branched-chain or cyclic aliphatic hydrocarbon or aromatic hydro carbon group which may contain 1-30 unsaturated group), formula II and formula III] as an active ingredient. A skin external preparation containing the percutaneous absorption agent and a medical component (e.g. steroid anti- inflammatory drug such as predonisolone or dexamethasone or nonsteroid anti- inflammatory drug such as indomethacin). Since PEI and/or a derivative thereof can be freely adjusted corresponding to the demand of hydrophilic-lipophilic balance, materials are extremely readily selected. The external preparation has a good feeling in use and excellent medicinal effects.
