PURPOSE:To contrive the improvement of the packet error rate and to improve the throughput by using a majority decision discrimination means in addition to the error detection in the packet communication utilizing the ARQ system. CONSTITUTION:In detecting an error by an error detector 8, the error detector 8 throws away the data of the frame, sends a NAK signal to a radio equipment 5 and returns it to the sender side. When the NAK signal is sent to a data controller 3 at the sender side, a coder 2 collects the information points of the frame having a retransmission request by H number of times and sends the result as one frame. A majority decision discriminator 9 counts 0 or 1 as for sent M-set of blocks to discriminate the larger number as a correct data and sends the result to the output device 10. When the discrimination is applied up to K-bit in this way, a similar operation is applied while awaiting the transmission of the next frame to the buffer 6.
