A rotary tensioner is proposed, which consists of two guide bars which are parallel to one another and firmly joined together at their longitudinal ends with the aid of joining parts and is mounted so as to be pivotable about a tensioning axis running parallel to the bar longitudinal direction. The device may be alternatively or simultaneously designed as a web compensator if the guide bars are designed as rotatable rolls with separate braking means and if the rectangular frame has assigned to it tensioning means which act with predetermined force in the circumferential direction of the tensioning axis and engage in a web passing through between the rolls.
