PURPOSE:To reduce effect of external vibration or the like, by integrating a difference signal between one and the other detection signals by an output signal of a wind comparator when one detection signal is between two thresholds. CONSTITUTION:Out of detection signals on the inflow and outflow sides, a wind comparator 35 compares one detection signal e1 with two thresholds at a fixed proportion of the other detection signal e2 and with respect to a midpoint voltage of one detection signal e1. An integration circuit 37 integrates a difference signal e3 between one and the other detection signals by an output signal e4 of the wind comparator 35 when one detection signal is between the two thresholds and supplies an integration signal e5 to a peak holding circuit 40. Then, a division circuit 41 divides a value of an output signal e6 of the integration circuit 37 by a peak-held detection signal e2 to obtain a value proportional to a time difference between one and the other detection signals e1 and e2.
