PURPOSE:To relieve a processor load and to reduce a switch control time by giving a control signal of a switch sent via a time-division multiplex highway rewriting the memory content of a switch memory means to a switch control means without passing through a processor. CONSTITUTION:A signal is given to a signal kind part 201 and a signal main body part 202 and the signal kind part 201 designates the signal kinds of the object signal and the control signal. When the object signal is designated, communication information being an object of the switch is included in the signal main body part 202 and when the control signal is designated, the control information controlling the switch is included in the signal main body part 202. A signal received by a signal distribution means 13 is identified by the signal kind part 201 and the object signal is distributed respectively to the switch memory means 11 and the control signal is distributed to the switch control means 12 respectively. Thus, the switch control time is reduced and the load of the processor is relieved.
