PURPOSE:To prevent ringing from being generated, by turning ON and OFF a circuit based on the integrated result of a pulse inputted at every mark of an information signal, and outputting a bipolar-encoded output pulse by the above ON and OFF operations. CONSTITUTION:A switching circuit 2 is turned ON and OFF by inputting input pulses IN<+> and IN<-> inputted at every mark of the information signal to first and second integrating circuits 1a and 1b, then, integrating them, and inputting them to the gates of the transistors (Tr)Q1 and Q2 of the switching circuit 2. The bipolar-encoded output pulse with a ternary value outputted by the ON/OFF operation of the switching circuit 2 is sent to a transmission line via a transformer 3. Current limiting circuits 4a and 4b limit the gate currents of the Trs Q1 and Q2, and prevent overload from being generated. A voltage division circuit 6 divides a power source voltage Vcc, and outputs them to the switching circuit 2 via the transformer 3. In such a way, it is possible to perform the operation of the switching circuit 2 stably, and to prevent the ringing from being generated.
