PURPOSE:To raise the efficiency of forming operation of improved ground by a method in which a powder material is continuously charged into a casing while penetrating the casing into the ground, and pressure air is introduced into the casing from the upper part or the lower part. CONSTITUTION:A casing 1 is penetrated into the ground while being turned by a rotary driver 2, during which period a ground-improving powder 6 is continuously charged into the casing 1 from an inlet 10 through a conical stopper 18 and a side hopper 4 from a charging bucket 14. After the casing 1 is penetrated, pressure air is introduced into the casing 1 from a nozzle 29 until the internal pressure of the casing 1 reaches more than a fixed one, and the pressure air from an air introducing pipe 30 is introduced by the action of a switch valve 31. The powder material can thus be continuously charged while rotationally penetrating the casing 1 into the ground, and the packing operation of materials can be performed immediately after the ending of excavation.
