PURPOSE:To increase the utilization efficiency of a high-speed digital line and to transmit even a data signal modulated by a data modem by selecting and connecting a CODEC for both a speech signal and a data signal when the data signal is detected from an input signal. CONSTITUTION:When data signal detection parts 12-14 detect no data signal, a switch 15 selects and connects CODECs 16 and 17 dedicated to the speech signal preferentially. Further, when the data signal detection parts 12-14 detects a data signal, the switch 15 selects and connects CODECs 18 and 19 dedicated to the speech data. The CODECs 16 and 17 dedicated to the speech signal and CODECs 18 and 19 dedicated to the speech data convert analog signals into digital data, but the speech signal dedicated CODECs 16 and 17 encode the speech signal into a low bit rate signal with high efficiency. Consequently, the efficient utilization of a high-speed digital line using the high-efficiency CODECs and the transmission of a data signal are both performed.
