PURPOSE:To label data in a simple circuit by performing detection of connection relations to adjacent picture elements and label update a required number of times in a video rate with respect to data of a picture after initial labeling. CONSTITUTION:In an initial labeling means 500, data of an input binary picture is initially labeled based on presence or absence of labels of data corresponding to adjacent picture elements. Connection relations between the label of data corresponding to a prescribed picture element and labels of data corresponding to upper and right upper adjacent picture elements are detected by a connection relation detecting means 600. In accordance with detection results, a label updating means 800 rewrites labels of data corresponding to picture elements. If the prescribed picture element and the upper or right upper picture element are different in label as the result, the label of the prescribed picture element is substituted with the label of the upper or right upper picture element. This processing is repeated to label data.
