PURPOSE:To save energy at the time of incineration by adding dry sludge which is obtained by drying part of primary or secondary dehydrated sludge to the primary dehydrated sludge as at least part of a conditioning agent for granulation. CONSTITUTION:After drying part of dehydrated sludge of a primary dehydrator 1 with a dryer 10, it is crushed with a crusher 11 and fed to a granulation conditioning equipment as dry sludge powder 12. Further a waste heat boiler 13 is provided to an incinerator 8 and the steam 14 obtained thereby is used as a heat source of the dryer 10. When dry sludge powder 12 is extremely low in water content, the calorific value becomes equal to the calorific value of solid content of sludge and effective energy is remarkably enhanced in the case of incineration in comparison with addition of ashes used heretofore and the amount of heat input can be controlled by regulating the amount for mixing them.
