PURPOSE:To shorten the brake application distance by generating a lowering instruction on the basis of the instruction for the wheels on the side where a lowering signal for the brake hydraulic pressure is generated first, when two hydraulic control valves for front wheels are controlled on the basis of the evaluation results of the front and rear wheels on the low side on brake application. CONSTITUTION:During the brake operation, it is judged (low side judgement) which side of the road surface has the lower frictional coefficient, from the result of the evaluation of the skid state for the both rear wheels and/or both front wheels. The first and second hydaulic control valves 4a and 4b are controlled for the front wheels in the logical combination of each evaluation result of the front and rear wheels on the low side. In the case, among the instructios for controlling the first and second hydraulic control valves 4a and 4b in the combination of the evaluation result, the instruction for lowering the brake hydraulic pressure is formed on the basis of the instruction for the wheels on the side where the reduction signal for lowering the brake hydraulic pressure is generated first. Therefore, excessive lowering of the brake hydraulic pressure is prevented.
