PURPOSE:To shorten the interruption time of the on-line service of a low-order device by carrying out the file accesses of a high-order device as well as the transfer/storage of a program into the low-order device from the high-order device without stopping the low-order device. CONSTITUTION:Plural low-order devices 25 are carrying out the on-line service jobs under the control of a high-order device 20. A main memory 26 in a device 25 is divided into an on-line operation area 27 and non-on-line operation area 28. When the files are replaced, and an initial program is loaded, the device 20 loads the initial program into file memories 23 and 24 via a magnetic tape 22 to read them out to a main memory 21 and then transmits the program to the area 28 to give a rise instruction to the device 25. The device 25 transfers the received data to the area 27 to perform the rise processing after the on-line service is discontinued.
