PURPOSE:To provide a surfactant which has excellent surface activating capability and safety to skin, and which comprises a particular 2-(2-hydroxyalkylamino) ethyl phosphate salt. CONSTITUTION:To a soln. obtd. by dissolving 0.5-30wt.% 2-(2-hydroxy alkylamino)ethanol (A) of formula I (wherein R is a 10-20C alkyl) in tetrahydrofuran (B) are added 0.5-1.0-fold mol. of an 85% aq. soln. of phos phoric acid (C) and 0.5-1.0-fold mol. of P2O5 (D). Phosphating reaction is performed under reflux. Then, a base (E) is added to neutralize the mixture, and the solvent is removed. Extraction with chloroform gives a surfactant of a 2-(2-hydroxyalkylamino)ethyl phosphate salt of formula II (wherein M is Na, K, ammonium, or triethanolamine).
