PURPOSE:To evade the abnormal congestion of a transmission line by controlling the transmission of the load information of a central controller to the transmission line with the output of a transmission load state detecting means. CONSTITUTION:A load information transmission control part CTC20 checks whether or not the load information exceeds a constant value (e.g. 50%) and sends out the load information T1 when the information is smaller than the constant value to a load information transmission part CTS202 so as to inform other central processors CCU400 and CCU401 of the load state, and the load information transmission part CTS202 sends this information to the transmission line BUS300. When the information is larger than the constant value, the load information transmission control part CTC204 does not send out the load information T1 to the load information transmission part CTS202. Thus, when the load information T1 is sent out to the transmission line BUS300, the transmission is controlled according to the load state of the transmission line BUS300. Consequently, the abnormal congestion of the transmission line BUS300 is precluded.
