PURPOSE:To normally end telegram processing even if conditions required for the telegram processing are not satisfied and to prevent the telegram processing from being interrupted by saving the contents of a 1st memory means in a 2nd memory means in case of outputting a request to the outside, and transmitting the request telegram to the outside. CONSTITUTION:When conditions required for telegram processing are not satisfied, the contents of the received telegram in the 2nd memory 12 are saved to a 3rd memory 13 and a request telegram is transmitted to an external device. When a received telegram satisfies the conditions, the contents of the 3rd memory 13 are restored to the 2nd memory 12 to normally end the telegram processing. Even if the conditions required for the telegram processing are not satisfied, the telegram processing can be normally ended without interrupting the processing.
