PURPOSE:To improve the sensitivity of a sampling device without being attended with the deterioration of resolution, by executing an inversion of an electric field to an optical traveling-wave signal for traveling along two branches, detecting an obtained optical signal by a slow detector, and analyzing and displaying its time integral value. CONSTITUTION:An optical traveling-wave signal of a prescribed angular velocity is made incident on the end of a waveguide 11, and an applied voltage signal Va is generated in an electrode end 18. This signal Va shows a group speed of the applied voltage signal. In such a state, half of the optical signal travels along the respective distances Z of branches 12, 13. Subsequently, electrodes 15-17 lead in an inversion of an electric field along the branches 12, 13, the output of an encoding switching electrode traveling-wave modulator 51 is detected by a slow detector 52, and an output signal being an hourly average of an optical luminance is outputted onto a path 14. In order to bring a time integral value of this output signal to an A/D conversion and to execute a digital data processing, a result of measurement is averaged and analyzed by a CPU, and displayed on a display device 54.
